German Federal Government adopts first draft of Solar Package I for new regulations on solar energy under Renewable Energy Sources Act and Energy Industry Act
The Solar Package I, which was significantly amended during the legislative process, contains a number of new regulations for solar energy in Germany, particularly in the Renewable Energy Sources Act (Erneuerbare-Energien-Gesetz – „EEG “) and in the Energy Industry Act (Energiewirtschaftsgesetz – „ EnWG “).
The German Bundestag and the Bundesrat adopted the Solar Package today. In light of the ambitious PV targets for 2030, the adopted measures will speed up the rate of expansion of PV capacity and of other renewables.
With the so-called first solar package (Solarpaket I) adopted in April 2024, the German government aims to accelerate the build-out of solar energy, as well as to reduce barriers and further increase incentives for solar energy, including for innovative forms such as solar energy projects on agricultural sites.
Germany has been an early leader in offshore wind and solar PV and phased out nuclear power in 2023. Major legislative reforms in renewable energy planning and siting support targets of 100-110 GW of onshore wind, 30 GW offshore wind and 200 GW solar, alongside investments in 10 GW of hydrogen by 2030.
